Deactivate a departing employee's Salesforce user, freeing the license while keeping the records they own.
- Finds the departing employee's Salesforce user by email and deactivates it, which blocks login and frees the license.
- Runs when an admin or HR user revokes access for the offboarding, alongside the other systems selected for that person, and the result is recorded as revoked, failed, or needs manual action, with the reason.

- An OAuth access token from a Salesforce connected app with permission to manage users.
